Was probably one of my easiest costumes to make.
I had wanted to use different material, but I went with what I could find on sale in the correct colors. Though not obvious in most of the pictures, the necklace does light up blue.

Materials used were:
Dark Blue Broadcloth
Light Blue Broadcloth
Red bias tape
Gold bias tape
An old strapless bra
Thread
Fashion tape
Gold spray paint (for spraying the jewelry)
White wig purchased on Ebay and cut into style by myself
Brown suede-like cord
Blue eyeshadow (for face symbol)

Time taken to make:
1/2 day for costume
a few hours for accessories
a few hours to style wig

Estimated costs:
Material, spray paint, jewelry=around $20
Wig=$19.99 with free shipping
Fashion tape roll=$9.99
Necklace=$4 (I bought two though so really $8)
Blue eyeshadow=already owned
Total:around $58, not bad seeing as I've spent that much on just one wig in the past.
