This is, for all intents and purposes, done, with the single exception of the wig, which I am buying from a fellow cosplay.com user. This cosplay ended up being far more complicated than it should have been (read: that stupid, STUPID dress), and it finally came to the point where I wanted to finish it just so that I could move on.
The fur is cheap stuff from Joann’s, but it was better quality than the usual stock they carry, and I bought it because this was supposed to be a quick and easy project. The stripes were inked on using a single Copic marker.
The dress was made using a mandarin collared jacket pattern, minus the front opening. It closes with an invisible zipper. The patterns were heat-and-bonded down and then embroidered around the edges.
