I used the dress basic pattern from
but with minor adaptations:

1) I altered the sleeves length
2) did a slightly different collar
3) opened the side bottom splits (see attached photos as she wears her dress like that!)

For the outside fabric I used 1m60 wide luxury stretch fabric. (the same for sailor moon body) and on the inside (to avoid see through) a cheap typical t-shirt poly lycra fabric.

The downside is that the outside fabric is heavy, so at the middle I had to attach an elastic ribbon (which after 1 week needs to replaced or at least made more tight again to be more firm). For the hood I have added 1 hair pin, which keeps quite good but an additional 2nd is more safe.

Wig styling: you can find plenty on youtube. Just make sure to use enough bobby pins, hair pins and hair spray.

Boots: I bought similar white boots where I removed some straps and shortened their size.

The belt was used from left over pleather white fabric, glued together with additional interfacing. The belt parts are Veritas round metal buttons combined with craft foam. That craft foam is covered with old left over metallic foil fabric. Additionally velcro closings were added. If you do this, I recommend more using click buttons instead of velcro because velcro did damage my fabric a little already. decorating stitching was added later because on some photos she has it on some not. That it up to you.
