As the title suggests, Im at a loss. Due to a tight budget this year and an ever so close approaching con, I decided to look towards the cheaper/more simple cosplays. I really wanted to do Keisuke Amazawa from Digimon Cyber Sleuth Hackers Memory, but I actually cant find anything resembling the Hudie Hoodie anywhere.
Decided I'd check here on the off chance someone knew anything that I didnt.

You're going to need to make it or alter an existing coat.

I can't tell what's that black thing around his neck but overall the coat actually makes me think of rain jackets even though it's called a hoodie. If you really can't make anything maybe look into those or ponchos which can be found pretty cheaply.

It's a VR headset thing(the best way to describe it as it functions in the game xD) It's not a part of the coat.

Kwik Sew has lots of easy athletic patterns. I'd pick a jacket (I think they even have one with the contrasting stripes on the sleeves) and then just cut the body panels longer. It's a reasonably simple modification.
