Creamy Mami sleeve things?

So I'm going to make creamy Mami's yellow dress here. And she has these ruffle-y sleeve bits that stick up? And I want to make it look that way, I don't want them to droop.....

Is the only way to do this with wire?? Or are there better/other methods to make fabric keep a shape like this :O

For something this fine and visible from all sides, yes wire is your only option. Start with a stiff organza, starch it. Then create a small rolled hem that you can fish your wire through.

You really need the lightest fabric you can find to pull this off. Not 'see through' light, but actually weighs the least. That's why I said organza, it's going to be super light in it's physical weight. I will be so bold as to say seek out silk organza if your budget allows, because you don't need a tremendous amount.

If you don't use stiff fabric, the fabric will sag between the wire and the shoulder seam, making the look not what you desired.

If you can find a very very stiff netting, stiffer than petticoat netting, you could use that for support. I've only been able to find it in a more obscure fabric store rather than the more well known ones.
