Advice for a Tarman/Melted Zombie mask

Hello all. I'm working on a last minute project for Halloween and am pressed for time!

When I was a child I was terrified of the Tarman from Return of the Living Dead, but grew to adore him as I got older. I would like to try and make a mask based on the Tarman featured in the abomination of Return of the Living Dead 5.

These are the two best headshots I could get in the movie.

So my plan for right now is to buy a Rubies brand skull mask, and try to muck it up with a brown latex friendly paint. The only brand paint I can find is from Monster Makers, and I really don't think a cheap Tarman mask is worth shelling $60 just to wear on a couple of occasions.

Any advice on where I could get/how to mix up a paint that will attach to a latex mask?
On another note is there any advice on how to layer/texture it?
