Please note that it's an extra limb used as a weapon. It's the red spirally thing on his arm. Aaand its connected to his shoulder blade-ish area. I have no idea where to start. Thanks so much.

With that said, I would probably start by making a template out of cardboard to figure out how to make a flat material into the correct spiral shape, then make the actual prop out of PVC-foam sheet (Sintra or Komatex), which can be cut with a hobby knife or inexpensive jigsaw, then heated with a heat gun and formed into shape.
It looks like the "attack" form (the last picture you posted) has a fully-formed cone tip, so you could put a hidden handle inside there, which will eliminate one of the biggest difficulties of a prop of this nature: Figuring out how to make it float around your shoulder.
