Hello! So I wanna cosplay Lisa Lisa from JoJo's Bizarre Adventure but I'm a little unsure of how to go about making her jumper dress that she wears.

I guess what I would most like to know is if there is a specific pattern anyone could recommend? I'm willing to hear from anyone who has suggestions, but if anyone has cosplayed Lisa Lisa before, I'd love to pick your brain for your techniques!

Maybe, but the style is more of a garment that is way too big, making the project easier :) Any A line skirt will do, then add straps.
The blouse underneath is separate and on trend right now, so grab the pattern while it's hot.

just add elastic at the bottom edge of the short sleeve and done.

This version of Lisa Lisa isn't a skirt, but rather a romper with puffed shorts and a loincloth. Take another look around the legs of the reference pictures.

If you can find a pattern for pumpkin shorts of lolita-style bloomers, that would be on the right track for the bottom half. you can combine that with the top half of the pattern Digit suggested (or a similar style) and add the loincloth piece as a separate panel with a waist seam. If you don't want the waist seam, you'll have to do some fancier pattern combination. Let me know if that's the case.

I know you didn't ask on fabrics, but mystique spandex all the way on this one.

Unfortunately I haven't done this version, but I can tell you where I got my wig, if that's something you still need.

I actually bought a wig (on an impulse no less...lol) at NDK. Purple Plum Wigs was there and they had something I thought was absolutely perfect.

You're right about the romper being more of a shorts style, now that I look closer. I guess what I also had in mind was this cosplayer who also made Lisa Lisa and made the outfit sort of a mashup of the anime version and the figurine. I totally didn't notice that the outfit this cosplayer made isn't quite the same as the one in the anime. My bad!

I do not mind the waist seam though. I might decide to try your idea and mixing it with something similar to the pattern that. Elysium-Sans has a great pattern on her deviant art page that's giving me a better idea of how the outfit ought to look.

I actually had no clue about mystique spandex until you mentioned it, but having looked it up just now, it is STUNNING. Thank you, Senpai!

You can do a skirt if you like that better, but the puffed shorts are technically more accurate (and less chance of a wardrobe malfunction with something that short!)

I would personally do a plain spandex for the black undersuit and a mystique for the blue parts and the scarf. This is what I used for [URL="https://fabrickind.tumblr.com/tagged/harle"]Harle[/URL] (with the leftover blue becoming [URL="https://fabrickind.tumblr.com/tagged/shorts!jolyne"]Jolyne's shorts[/URL]), and the way it shimmers and reflects light is perfect for this kind of outfit.
