I have 2 questions:
1.) I don't want to paint my ENTIRE neck so what could I use instead?
2.) How do I go about getting/making the dress? My grandmother can help if it requires I make it but a general idea would be nice. Any suggestions for where to get materials or where I can buy a similar type dress would also be appreciated. (I plan on using iron on/sew on patches for the details)

Any help is greatly appreciated.

Get a white circle dress with puffed sleeves or make a bodice with puffed sleeves and attach a circle or 3/4 circle skirt to it to make a dress. Also get a white petticoat to get the dress a little more puffy. The dress can use any type of fabric as long as it is not satin, medium or heavy-weight cotton or polyester would work well.

I guess even a dress like [URL="http://www.amazon.com/Ruby-Rox-Sleeve-Ruffle-X-Large/dp/B00F1CDH0C/ref=sr_1_9?ie=UTF8&qid=1391658407&sr=8-9&keywords=white+sleeve+dress"]this[/URL] would work as long as you wear the petticoat and put some puff into the sleeve with some alteration. You can wear a black Zentai suit for the black parts, just make sure to cut the hood off or alter it a bit.
