White Wing Magician's hat (and wand)

She's a monster card based off this dragon: [url]https://vignette.wikia.nocookie.net/yugioh-arcv/images/2/2c/Ep131_Clear_Wing_Synchro_Dragon.png/revision/latest?cb=20161113172745[/url] from Yugioh ARC-V, that's why parts of her outfit are transparent (her wings are), most notably the hat.
How would I go about constructing this hat? I know it's basically a witch's hat, however it's not the typical one you'd usually find. I searched for 'white wizard hat' and got on the right track. I figured clear worbla would be optimal, then dying it to the mint green colour and using a witch's hat as my base to start. However worbla is famously expensive, so are there any cheaper alternatives to get the same result?
And for the wand, a clear pvc pipe as my base, and then what else to get the the design?

Oh! This is a hat, it should be soft.

Only sections are clear, no need to go crazy with expensive materials. SEW IT, clear flexible sewable vinyl can be got at walmart for $4 a yard and you only need 1/4 yard :) use a heavy twill for the rest, commercial pattern for the hat, done!

No need to make this expensive as vinyl will do for the hat's rim. The top tip can be any clear polymer composition such as acrylic or polycarbonate which you can color as well.

The wand could be built with an acrylic rod as the base with the other parts being cut out acrylic sheets.

But for the wings, definitely go with a thin layer of polycarbonate. No need to hurt your back and shoulders with something heavier.
