Help With Sleeves - Sakura (Tsubasa Reservoir Chronicle)

Hello! I'm doing a cosplay of Sakura from Tsubasa Chronicle but I'm a bit stuck with this one particular spot for the sleeve. Here's a picture, Sakura is in the pink/white dress.

I am unsure how to do the little gold loop in the sleeve where the puff ends. I've tried to find tutorials but maybe I'm just not sure what to call it so nothing is coming up. Anyone have any tips?

That picture the detail you reference is too small to see. I tried googling but WAY too many different images came up. Please link a bigger/ more specific image.

It's a split sleeve that's then fastened up in the middle, over the undersleeve- some careful hemming to get a more shaped cut on the white sleeve, then applying a piping or trim along with the fasteners (looks like loops and buttons) will do the trick.
If you're altering a pattern or drafting, you'll want to position this right in the center of the sleeve so it falls down the center of the arm.
