Help with collar on Clear Card Sakura's dress

Hello everyone! I'm currently working on Sakura's crystal dress from the Clear Card opening. I'm planning on modifying a corset pattern (Newlook 6242) for the bodice, but I'm having trouble thinking of how to construct the collar part at the top... is it a yoke collar? What kind of material should be used that's both sheer and can hold a shape like that? Ref pics below:

I would make it from organza, which is sheer, can be sparkly, and has some stiffness on it's own. you'll have to add starch or glue or some other stiffening agent to really finish it and have it stand up that high.

Patterning: use an ordinary blouse pattern for the basic shoulder and neck shape, one piece in back, two in front with a front opening. There will be seams at the top of the shoulders and around the neck at the base of the collar.

I would construct the collar and yoke separately but also not permanently attach it to the bodice. Just a few big hand stitches that will be taken out later so the bodice can be washed. It'll make dressing and undressing easier too, do those hand stitches while wearing it.

That's incredibly helpful, Penlowe! Thank you!!! I didn't even think to make a separate blouse piece - that makes things so much easier, especially for cleaning the costume.

On the stiff collar, I was researching how aliexpress costumers interpreted it and saw that one introduced a wire pinched between the feather shapes of the fabric to give it shape. Would you recommend that? If so, how does one sew this without getting the wire caught in the machine?
