I don't care about it glowing right now. I'd just like to know how to make it.

• Gosh, no one?

Better late than never :]
I'd say just by glossing over it, make yourself a glove out of some similar colored spandex and see if you can replicate the armor parts with craft foam and maybe lightweight clay? Texture for the armor and palm "finger prints" can be made with puffy paints or hot glue and painted over or enhanced with shading. As for the claws I'd go for shaping some out of sculpy to fit your fingertips, then pushing them into the tips of the glove fingers and adhesing them.

This is probably how I would do it, and I wouldn't mind giving it a go myself to see how it comes out too!

• I'm not really experienced with costume/prop making but I have seen some Devil Bringers. Some as simple as painted gloves with extra fabric added, to full-decked-out rubber gauntlets with LEDs and the works.

I would suggest try to get LEDs in it somehow. To me, it just looks 10x cooler with the actual glow.

I do agree with sleepy though. Using sculpty clay or craft foam will work best to get a durable yet flexible and light-weight mold going. Attaching it to a glove maybe hard, but if you get a thick leather glove, you can sew the foam to it.
