Hi, I have a favorite artist and I'm really interested in trying to recreate her design of human luna. I'll add a picture for reference. I'm mostly trying to figure out how to do the dress and the panel in the dress, the black part of the dress is pretty simple to me.
Any help or pattern suggestions would be lovely, thank you and I hope you can help me^^

For the skirt I'd do a circle skirt, or even a double circle skirt, with horsehair braid.

For the neckline detail, I'd suggest applique. In case you go with a stretch fabric here's this

The poufy black things on her boobs... need to be pretty small IRL unless you are an A cup. On a B or bigger they will look absurd.
