Kobato dress help please?

I'm doing [URL="http://www.ebay.com/itm/KOBATO-CLAMP-Memories-Art-Book-Japan-Anime-Illustrations-/261117357993?pt=LH_DefaultDomain_0&hash=item3ccbceafa9"]Kobato's dress[/URL] from the cover of the "Illustrations & Memories" artbook, and while I've found [URL="http://www.ebay.com/itm/370530321843?var=640013681166&ssPageName=STRK:MEWNX:IT&_trksid=p3984.m1497.l2649"]this[/URL] dress that is nearly perfect and requires little modification, I've no idea how you'd weave the blue ribbon in and out of the shoulders. Any ideas on how to do this? And sorry for the eBay links, it was the quickest way to find the artbook cover.

Since I can't tell if the shoulders have elastic in them or not, I can't be sure if this would be your best bet, but here's what I would do if there's no elastic: I would make buttonholes (or even just slits reinforced with Fray Check) at the distances you need for the ribbon and just weave them in and out. At the ends I would stitch the ribbon down to make sure it doesn't move.

If there is elastic...well, that method might not work so well.
