I can't figure out what kind of fabric that'd be IRL. It's too loose and thick-looking to be spandex like a traditional hero costume, but it still looks slightly form-fitting and stretchy. Are there any fabrics that fit that description? Or even something that matches Izuku's costume?

stretch denim! may be difficult to find in that color, but you can probably find it in white and dye it.

the problem you might face is that teal and like hues arnt as easy to come by
cause of the stupid "colour gendering" thing that society has done
(red is boys colour pink is girls, etc)

hues like teal, for god dosent know why, are concidered "girly" (or "gay")
so its far less prevalent than the typical navy

your going to end up dying in the black lines anyways (if you choose to do so)
so its probaly going to be less hassle getting some dyes
and a disposeable tub and just dye some cheaper white coveralls
(dickies has a "brand premium")

I can see this being made out of a sweatshirt material.

ya, that would work too, thatd put it in similar category to bruce lee's
yellow and black outfit from enter the dragon,
or anime, naruto's rock lee/gai's green outfits (which were designed after bruce lees)

so as for which is more "accurate to the character" youd have to make that choice
or deduce which materials are more available or easy to work and go that way
