I'm currently tying to figure out how to make a skirt (attached to a dress) stay upright. Kind of like the illusion of a petticoat without all the bustle. The fabric is on the softer side so it won't stay up on its own and it would likely droop if I attempted to install some sort of wire cage underneath. Any tips or help is greatly appreciated!

Do you have an image example of what you are trying to achieve?
Aside from petticoats and hoop skirts, The only thing I can think of is to interface or underline the skirt in a very stiff fabric. but that defeats the purpose of having a soft fabric for a skirt

I was hoping to create the kind of shape similar to the skirt in this cosplayers 2b video! (You may have to scroll down a little bit)

That's definitely a thicker, stiffened fabric with a wire in the hem to give it that look.

Wire is one way to go, but personally I'd go for horsehair braid, which creates skirt ruffle effects like this.

You're going to need a very stiff fabric for that.. I recommend a combination of horsehair braid at the hem, as well as heavily interfacing the fabric with a lightweight, but very stiff interfacing. Perhaps several layers of crinoline or petticoat netting as underlining will do.

The skirt in the reference has no movement at all so that's why I said wire but I definitely think horsehair would look much nicer and less...stationary.
