Bolero Jacket / Dio Brando Cosplay Jacket

I'm looking for help sewing a bolero jacket, as I'm planning to cosplay [URL="http://www.fightersgeneration.com/nx4/game/jojo-allstarbattle/char-art/dio-brando-allstarbattle.png"]Dio Brando[/URL] from Jojo's Bizarre Adventure. When it comes to the sleeves, they seem quite puffy, and they seem to puff up around the shoulder. How would I do this? Would I just alter the pattern of a normal bolero jacket, make the sleeves wider, and then pucker it when sewing it to the arm holes?

While the character is male, the jacket is very 80's businesswoman. I'd just shuffle through vintage patterns until I found the right one.
